They have the right names
They have the right birthdates - William spot-on, Thomas a year out
They have the right birthplaces, Dowlais
They have the right occupations, both were blacksmiths
The are living in Cefn Coed High Street, right next to the rest of the family

The reasons why this might not be the right people:
Both are listed as widowers at the young ages of 23 and 25 - Thomas was actually 22 - and Thomas Williams's 1897 marriage certificate to Sarah Baker says that he was a bachelor, not a widower. Which is quite odd, but not impossible.
